Every year my water and heating bills spike in winter, and HEAP only covers part of it. Is there anything specifically for water/sewer costs in NY that actually works for working poor families?

Absolutely, the Low Income Household Water Assistance Program (LIHWAP) is designed exactly for that. It’s separate from HEAP and covers past-due water and wastewater charges. My cousin in Rochester qualified last January and got $400 credited directly. The state site walks you through income docs and landlord letters if you rent.
